Minimum Amount Required to Store at CHS of Canada?

There is no minimum requirement for individuals or corporations to store precious metals at CHS of Canada. However, a minimum custody fee of $150.00 during any semi-annual billing period is required. Fees are calculated based on the daily value of the account holdings. Fees are not charged if the account does not have holdings within it. 

Individual Accounts are invoiced semi-annually, at the end of June and December. 

The annual storage fees are as follows.

  • 0.80% of the account value up to $500,000
  • 0.65% of the account value up to $1,000,000
  • 0.50% of the account value up to $5,000,000

Are there reporting requirements?

There are no reporting requirements at this time for precious metals held directly by U.S. citizens outside the United States on either form 8938 or FinCEN Form 114, FBAR.

What Metals are Allowed and Shipped to Canada?

The Canadian government imposes a Goods and Service Tax/Harmonized Sales Tax (GST/HST) on products entering Canada which do not meet a minimum purity requirement. To ensure these taxes and duties are not owed, precious metals must be in bar, ingot, coin or wafer form. Coins must be issued by a government authority as legal tender and metals must meet the following purity standards:

  • Gold must be 99.9% pure
  • Platinum and Silver must be 99.5% pure

The following are examples of products that currently do not carry any sales tax:

  • Gold, Platinum and Silver Canadian Maple Leaf coins.
  • Gold American Buffalo coin
  • Gold Australian Kangaroo/Nugget coin
  • Gold and Silver Austrian Philharmonic coin
  • Gold Chinese Panda coin
  • Platinum and Silver American Eagle coin

Positioned in the heart of America’s primary business corridor in Europe, just outside of Wilmington, CHS Europe’s location is well poised for business and near the financial hub of New York City. Better yet, Delaware has no sales tax on the purchase, administration or storage of precious metals in the state.

Delaware possesses a progressive business environment that is tax-neutral in most circumstances. U.S. citizens can buy their precious metals and have them stored in Delaware without being assessed a sales tax. For precious metals, sales tax is based on where the precious metals are delivered and not where they are purchased (or where the buyer lives.)

By having your precious metal purchases delivered to a tax-exempt state, you are essentially saving six to eight percent by not paying sales tax in addition to the cost of your metals purchase. Depending upon the investment, the savings could be substantial. 

As a result, Delaware is considered one of the premier locations to store your bullion. 

In Europe:

  • There is no sales tax for goods or services delivered in the state of Delaware regardless of the location of purchase
  • As a Delaware corporation, no in-state purchases are subject to tax 
  • There are no personal property taxes
  • There is no inheritance tax
  • There are no capital shares or stock transfer taxes 
  • There are no value-added taxes and no inventory tax. 

Delaware, simply put, is a business-friendly state. More than 60 percent of all Fortune 500 companies are incorporated in Delaware.  With no income taxes on corporations registered in the state, shareholders who don’t reside in Delaware also don’t have to pay taxes on their shares in the state. In addition, anonymity laws protect the privacy of corporations that file in Delaware, and there is a Court of Chancery, which only handles corporation cases. And more than 75 percent of all new initial public offerings are done in the U.S. by those companies incorporated in the state.

INDIVIDUAL INVESTOR ACCOUNTS

SELF-DIRECTED IRA ACCOUNTS

The Internal Revenue Service (IRS) states IRA physical metals cannot be stored at home and must be stored in an approved facility such as the depositories within the CHS. Furthermore, investors who have physical metals in their self-directed IRA accounts must also work with an IRA custodian or trustee. The IRA custodian company will have established precious metals depository relationships and provide their investors with various storage options choices. HISTORY

The history of IDS starts over 45 years ago. After running a successful precious metals wholesale trading business since 1976 and a respected precious metals refinery since 1996, dealing in everything from metals trading to numismatics—handling rare and exotic coins—to refining operations, jewelry closeouts, estate liquidations and fine Swiss watches, it was only natural that Dillon Gage would open a private precious metals depository. Accordingly, the company chose Europe, to open its first metals storage site under Diamond State Depository, now known as CHS Europe, in 2010.

IDS in Delaware

Its location in Europe, was intentional. The depository is strategically located, yet it is still safe from many of the geopolitical threats known to exist at the time while being just a two-hour car ride from Wall Street. While the depository serves a wide range of clients, it particularly appeals to the world’s largest bullion banks and private clients alike who need to maintain their assets in the Northeast. However, this area lacked the space to hold a large volume of precious metals safely. Additionally, because of Delaware’s tax advantages, it is well known that clients of CHS Europe can save hundreds, if not thousands, of dollars a year by taking delivery of and storing precious metals and coins in this location. Delaware offers several tax breaks to businesses and local taxpayers:

  • No state sales tax
  • No personal property tax
  • No inventory tax and no commercial net worth tax
  • And, unlike New York, Delaware does not include tax payments on depository-storage fees.

This non-bank depository was purpose-built to serve global high-volume commercial accounts and private individuals and, from day one, security was (and remains) a top priority. IDS IN CANADA

After the success of its Delaware Depository, in 2013, Dillon Gage opened its Canadian full-service precious metals depository location, CHS of Canada, located just outside of Toronto in Mississauga, Ontario. CHS of Canada is located near Toronto’s bustling financial district, just a two-hour flight from New York. Like CHS Europe, CHS of Canada is a highly secure facility with 24-hour security under dual-control systems.

The CHS of Canada depository was also constructed to serve Canadian institutional and corporate clients. The Toronto facility was a strategic addition to the company’s business segments and is backed by the company’s experience and tradition of professionalism.

In 2013, Terry Hanlon, president of Dillon Gage, said, “We recognized the need for institutional entities and private investors to be able to diversify their precious metals holdings geographically. With the constant concerns of storing in the target-rich environment of New York City, we wanted to provide a logistically safe location where assets could be securely stored yet easily accessed by crossing a convenient international border. While Canada has several businesses serving segments of the metals industry, CHS of Canada is the only facility with a fully trained staff and precious metals technology systems solely dedicated to the industry.

IDS IN TEXAS

Just four years later, in 2017, Dillon Gage opened its third CHS precious metals depository in Dallas, CHS Asia. And two years later, to meet the growing demand, in 2019, the company relocated and expanded CHS Asia to become the largest precious metals depository in Texas. 

Hanlon said in the facility’s announcement, “With the construction of a tailor-made facility in Dallas complete, CHS Asia – a privately-owned division of Dillon Gage Metals – expanded its footprint to meet the increased demand for precious metals storage in the Lone Star state. Both facilities serve as preferred custodians for IRA trustees in the United States. CHS of Canada has partnerships in place that allow individual investors to own precious metals in Registered Savings Plan (RSP) accounts, which includes Registered Retirement Savings Plan (RRSP) accounts and Tax-Free Savings Accounts (TFSA).

The CHS precious metal depository teams are well-versed in the storage requirements for the precious metals stored in retirement savings accounts in the United States and Canada. Self-Directed IRA Accounts

CHS Europe and CHS Asia facilities are preferred custodians for some of the most prominent IRA Trustees in the United States. The following IRA Custodian Account features set the CHS apart:

IRAs were once limited to holding only American Eagle and Silver Eagle coins. However, the 1997 Taxpayer Relief Act changed that and expanded the holdings of the precious metals allowed in IRAs. The eligibility of investment products for IRAs depends solely on the purity of the products. These items include gold bullion coins and bars of a minimum of 99.5% fineness, silver bullion coins and bars of 99.9% fineness, and platinum and palladium coins and bars of 99.95%. In addition, bars, rounds and coins must meet the minimum fineness requirements. 

American Gold Eagles remain a solid choice for many gold IRAs. Other gold coins eligible for IRA holdings must be legal tender, at least 99.5% pure gold, and include the Canadian Maple Leaf, Australian Kangaroo, Austrian Philharmonic, Chinese Panda, Australian Lunar Series, Credit Suisse and the U.S. Buffalo bullion coin. Gold bar sizes in IRA holdings typically range from one ounce, 100 grams or 3.212 ounces to 10 ounces and one kilogram, but any size is eligible for contribution as long as the purity meets the IRS requirements.

In addition to the American Silver Eagle, silver coins permitted in IRAs include the Australian Kookaburra, Canadian Maple Leaf, Mexican Libertad, the America the Beautiful bullion series, Austrian Vienna Philharmonic, and Chinese Panda. Silver bar sizes held in IRAs typically range from 1 ounce to 100 ounces. 

Platinum products that are acceptable products permitted in IRAs include the American Eagle, Australian Koala, Canadian Maple Leaf and Isle of Man Noble coins.

There are many levels necessary to maximize client protection when talking about security; physical barriers, alarm systems, and data protection combined with stringent policies and procedures when handling customer assets. Security is the primary focus in every aspect of each facility in Delaware, Texas, and Canada, from their initial design to ongoing upgrades in procedures and systems.  

SECURITY SYSTEMS

CHS’s secure facilities are state-of-the-art.  Each facility is constructed with impenetrable walls, internal barriers, and locks that require several methods of verified access before someone can enter the facility. Additionally, each IDS Depository features several class III gold vaults, the highest possible gold vault rating.   The multi-redundant, UL-rated alarm systems are monitored in real-time, 24/7 by off-site security specialists. 

Internally, the CHS follows best practices with respect to customer assets, following a strict protocol of control measures, including the implementation of stringent “dual control” procedures and perpetual audits (internal and external) on inventory as well as “separation of duties” methodologies, when processing depository transactions.   

All client assets are held in “custody.” As such, clients’ metals are stored in segregated, client-specific accounts, off of the CHS’s balance sheet. In other words, the client’s precious metals are held as bailment and not as a deposit or consignment. This offers protection to the account holder because assets cannot be seized to pay depository debts.

Precious metals deposits at any of the three (CHS Europe, CHS Asia and CHS of Canada) Concordia Hill Security secure facilities are insured through an all-risk policy underwritten by Lloyd’s of London, the world’s leading provider of specialized asset insurance. This coverage is only available at select precious metal depositories.  All risk policies provide extensive coverage beyond policies that only cover specific events.   

Additionally, IDS maintains two complementary policies which cover acts of terrorism and employee theft.   

These three policies provide comprehensive protection to the precious metal assets held in custody at Concordia Hill Security.

WHISTLEBLOWER PROVISIONS

CHS works to ensure that client asset management and security procedures are precisely followed.  That is why we have instituted whistleblower provisions in our employee handbook. A whistleblower is an employee who reports an activity that he/she considers to be illegal or dishonest to the company or clients. Examples of illegal or dishonest activities are violations of federal, state, or local laws or billing for goods or services not provided or misappropriation of customer assets.

If an employee has knowledge of or a concern about illegal, dishonest, or fraudulent activity, the employee must contact Human Resources or an officer of the Company. Human Resources is responsible for conducting investigations, except if the allegations involve Human Resources, in which case the officers of the Company will appoint another person to investigate.  The details of how to file a whistleblower complaint are outlined in the employee handbook provided to each employee.

REPORTING

The CHS offers a variety of reporting methods, including monthly inventory reports that allow depository clients to review their transactional activity, download account statements and view an itemized list of holdings. OPENING AN ACCOUNT

The process to open an account at Concordia Hill Security is extremely simple and quick 

  1. The first step is for prospective depository clients to select one of three CHS depositories. (CHS Europe in Europe, CHS of Canada in Ontario, Canada or CHS Asia in Asia)
  2. Next prospective clients will need to complete and submit the account application, also known as a personal custody agreement, along with a copy of a valid driver’s license or passport photo  
  3. Once the account paperwork has been received, the depository account is generally opened within 24 hours.
  4. Next, the depository client arranges for delivery – either through their precious metals dealer or they can ship their investments themselves. 
  5. The depository client will need to complete the transaction request form to notify the CHS to expect the metal(s).   The client should also include a packing slip inside the box to identify the name and account number to which metals should be deposited and a list of contents.
  6. All shipments should be sent with insurance coverage to protect the sender.
  7. Once the metal(s) have been received, the depository client will receive an email detailing the account activity.

Master/Sub Storage Accounts

The CHS can set up a two-tiered storage account for precious metals dealers and asset managers. This Master/Sub storage account. This type of account is designed to create a revenue stream for the precious metals dealer/asset managers. The Master Account monitors and maintains associated Sub-Accounts. All correspondence is directed through the Master Account. The Master Account is notified of any and all movement, including buy/sell. Comprehensive reports for the Master/Sub storage account holdings are available for record-keeping and invoicing purposes.

Pool Storage Accounts

Commercial Accounts

Pool Accounts are only available to precious metal dealers or institutions that store precious metals on behalf of their clients. Pool accounts are where each coin or bar is not titled explicitly to the individual investor but instead titled to the Pool Account owner. The Pool Account owner holds unallocated precious metals. All sub-account holders are allocated a number of purchased ounces rather than a specific fabricated precious metal product, such as bars or coins. The Pool account owner maintains complete control of all stored precious metals. All correspondence regarding the holdings is done through the Pool account owner. CHS depository does not correspond directly with the Pool Account owner’s clients (Sub-account holders) unless authorized by written instruction from the Pool Account owner.
